TALLAHASSEE, Fla. — Today, Governor Ron DeSantis announced the appointment of Lillian Barrios and Donald Elwell and the reappointment of Marsha “Renee” Knight, Phil Stevens, and Robin Tellez to the Florida Commission for the Transportation Disadvantaged. Lillian Barrios Barrios, of Tallahassee, is the Director of Operations for SOAR Technology and Consultants. Barrios earned her bachelor’s degree and master’s degree in public health from Florida State University. Donald Elwell Elwell, of Sebring, is the Director of Marketing and Communications for Alan Jay Automotive Network. He was formerly a Highlands County Commissioner. Elwell is the Vice Chairman of United Way of Central Florida, Director and past Chair of Heartland Crimestoppers, Treasurer of Salvation Army of Highlands County, and Treasurer of the South Florida State College Foundation. Elwell earned his bachelor’s degree in business administration and accounting from Florida Atlantic University. Marsha “Renee” Knight Knight, of Middleburg, is the Vice President of Community Services at ElderSource. She is a member of the St. Johns County Local Coordinating Board, a Certified Community Transit Manager, and a licensed Nursing Home Administrator. Knight earned her bachelor’s and master’s degrees from the University of North Florida. Phil Stevens, PhD Stevens, of Lithia, is the Senior Vice President of EXP U.S. Services Inc. Stevens is an Army veteran who received a Meritorious Service Medal. He is a member of the American Transportation Association, the American Council of Engineering Companies, the Institute of Transportation Engineers, the International Facilities Management Association, and the American Road and Transportation Builders Association. Stevens earned his bachelor’s degree in civil engineering, master’s degree in engineering management, and doctorate in civil engineering from the University of South Florida. Robin Tellez, D.M. Tellez, of Miami, is the Director of Nurse Engagement and Retention at Baptist Health South Florida. Tellez is an Army veteran and is a member of the National Association for Health Quality, the Southeastern Transcultural Nursing Society, the Society of Human Resources Management, and the Sigma Theta International Society of Nursing. Tellez earned her associate’s degree in nursing from Miami Dade College, bachelor’s degree in business administration from the University of Miami, master’s degree from Nova Southeastern University, and a doctor of management degree in organizational leadership from the University of Phoenix. ###
