2018年实施2019年翘尾减税政策新增减税3267亿元
实施更大规模减税降费是减轻企业负担、激发微观主体活力、深化供给侧结构性改革的重大举措。国家税务总局30日公布的最新数据显示，今年前4个月，全国累计新增减税5245亿元。
5245亿元的新增减税主要由三部分构成：2019年新出台减税政策新增减税1934亿元，2018年实施2019年翘尾减税政策新增减税3267亿元，2018年到期后2019年延续实施减税政策新增减税44亿元。
在深化增值税改革中，制造业减税效果最为明显，实现净减税476亿元，居所有行业首位。同时，1—4月份，去年实施的增值税降率政策翘尾影响制造业减税420亿元。两项政策叠加，1—4月份增值税改革相关政策累计减少制造业税收896亿元。减下来的真金白银为制造业发展注入了新动能，有力促进了制造业特别是高端制造业迈向更高质量发展。今年前4个月，我国高技术制造业、高技术服务业投资分别同比增长11.4%和15.5%，增速分别快于全国固定资产投资5.3和9.4个百分点。
深化增值税改革、小微企业普惠性政策、个税改革等一系列减税降费措施成效显现，市场主体负担减轻，企业投资与发展的信心进一步增强，改革红利正在逐步转化为优化经济结构、扩大有效需求的动能，有力助推我国经济高质量发展。（记者 吴秋余）
