5月28日至30日，省委常委、副省长严金海深入黄南藏族自治州河南蒙古族自治县、泽库县、同仁县、尖扎县等地偏远贫困乡村专题调研乡村治理工作。
严金海强调指出，实现乡村有效治理既是乡村振兴的重要目标，也是推进“一优两高”战略的重要举措。各级党委政府要深入贯彻中央和省委省政府决策部署，不断加快推进乡村治理体系和治理能力现代化。要树牢质量兴农、品牌强农理念，积极构建现代生产经营体系，培育壮大新型经营主体，努力创建“青字号”特色知名品牌；要把牢绿色发展导向，统筹山水林田湖草系统治理，大力实施农村环境综合治理和化肥农药减量增效行动，努力建成全国绿色有机示范省；要瞄准共同富裕目标，打赢脱贫攻坚战，促进城乡融合发展，扶持壮大集体经济，加大技能培训力度，支持鼓励就业创业，努力拓宽增收渠道；要筑牢乡风文明根基，坚持群众主体地位,发挥群众主体作用,大力弘扬社会主义核心价值观，破除陈规陋习，树立文明新风，以乡村有效治理的实际成效，努力增强群众的获得感、安全感和幸福感。（罗连军）
