3月11日，杨兴平副省长召开专题会议，研究成都第31届世界大学生夏季运动会疫情防控和医疗保障工作，强调要考虑到最坏情况做最充分准备，严格落实疫情防控和医疗救治各项措施，确保赛事绝对安全。省政府副秘书长钟承林，省级有关部门和成都市负责同志参加会议。 杨兴平指出，办好成都大运会是党中央、国务院赋予四川的一项重大政治任务，做好疫情防控和医疗保障是成功举办的关键，各地各有关部门要以最全面、最充分的准备应对最极端、最复杂的场景，坚持“宁可备而不用，不可用而无备”。 杨兴平强调，成都大运会执委会以及省级有关部门要充分借鉴北京冬奥会的经验，理顺工作机制，压实各方责任，按照黄强省长指示要求，进一步细化“闭环内”竞赛侧和“城市侧”，以及二圈层、三圈层“护城河”的防控方案和救治方案，统筹考虑同期境外和省外疫情输入的巨大风险，同步做好全省面上新冠肺炎疫情和其他传染性疾病防控工作，确保大运会成功举办。
