新疆实施青年就业启航计划 推动实现更高质量充分就业
记者从自治区人力资源和社会保障厅了解到：为加强对长期失业青年的就业帮扶，推动实现更高质量和更充分就业，近日，自治区人力资源和社会保障厅、自治区团委联合实施青年就业启航计划。
据悉，该计划以“就业启航、梦想扬帆”为主题，将16岁至35岁，有劳动能力、失业1年以上的青年纳入计划，建立健全覆盖求职创业全过程的帮扶机制，使有需要的失业青年都能得到相应就业帮扶。
根据计划要求，我区将建立失业青年实名信息数据库，全面掌握失业青年家庭情况、失业原因、求职意向、技能水平等基本信息，准确记录其就业失业状态、就业帮扶、政策落实等情况，做到分类施策，精准帮扶。
该计划启动后，我区各地相关部门将组织失业青年开展团体职业指导、参观就业见习基地和创业园区等活动，并邀请职业指导师、人力资源服务专家等专业力量共同参与，解答失业青年求职困惑，对有求职意愿的开展职业素质测评，量身定制“就业启航计划书”，帮助失业青年合理确定职业定位，积极理性求职。
为提高失业青年就业能力，我区将结合失业青年能力水平和就业意向，有针对性地开展帮扶：鼓励企业积极招收失业青年参加新型学徒制培训，符合条件的提供培训补贴和生活费补贴；对希望接受技能教育的，推荐就读职业院校、技工院校；对缺乏工作经历的，提供就业见习机会，符合条件的落实见习补贴政策；对有创业意愿的，提供创业担保贷款、一次性创业补贴、场租补贴等支持。
该计划要求，各地要将建档立卡贫困家庭、城乡低保家庭、零就业家庭和残疾失业青年作为重点援助对象，优先向企业推荐；对通过市场渠道难以实现就业且符合条件的，可通过公益性岗位予以托底安置。 Источник
