加大ETC收费模式推广力度_滚动新闻_中国政府网
近日，国家发改委、交通运输部联合印发的《加快推进高速公路电子不停车快捷收费应用服务实施方案》明确，年底高速公路不停车快捷收费率达到90%。鼓励ETC在停车场等涉车领域应用，2020年年底前，基本实现机场、火车站、客运站、港口码头等大型交通场站停车场景ETC服务全覆盖，推广ETC在居民小区、旅游景区等停车场景的应用。
ETC是目前快捷收费通行的常用方式，使通行效率大幅提升。如今，我国机动车数量越来越多，但绝大多数是在城区范围内停车收费，比如小区、超市、医院、路侧及机场、火车站等。这些场所的收费方式可谓五花八门，有的是人工收费，有的自行设计路侧电子收费系统，导致收费标准不一。
笔者认为，科技化、便捷化、一致化将成为未来机动车停车通行收费的发展趋势。为此，应大力推广ETC收费模式，并实现真正意义上的多场景、全覆盖。实行ETC收费模式，好处之一在于提升车辆收费的透明度，减少了各种暗箱操作，同时能大大提升车辆通行效率，减少人为制造的交通拥堵。从这个层面上看，ETC模式具有很大潜力。随着ETC的大力普及，还可尝试以此建立大数据系统，精准分析机动车使用、通行情况，使交通管理更趋科学化、规范化、标准化，不断提升机动车管理的能力和水平。（唐卫毅）
