会议通过了自治区十三届人大常委会第十次会议议程，听取了《新疆维吾尔自治区人民代表大会常务委员会关于自治区人民政府机构改革涉及自治区地方性法规规定的行政机关职责调整问题的决定（草案）》的说明，听取了自治区人民政府关于2019年自治区本级预算调整方案（草案）的报告、关于自治区学前教育工作情况的报告，听取了自治区人大常委会执法检查组关于检查《新疆维吾尔自治区边境管理条例》实施情况的报告、关于检查《中华人民共和国统计法》及《新疆维吾尔自治区统计管理条例》实施情况的报告、关于检查《新疆维吾尔自治区职工劳动权益保障条例》实施情况的报告等，听取了人事任免事项的说明。
