5月28日，省政府召开全省工程建设项目审批制度改革工作电视电话会议，贯彻落实党中央国务院有关决策部署，安排全省工程建设项目审批制度改革重点工作。副省长杨洪波出席会议并讲话。
会议强调，工程建设项目审批制度改革是党中央国务院作出的重大决策，是转变政府职能、深化“放管服”改革、优化营商环境的重要抓手。各地各部门要进一步增强责任感紧迫感，坚决把思想行动统一到中央和省委省政府部署要求上来，扎实推进各项改革措施落地落实。要建立健全工作推进机制，精心组织实施，强化统筹协调，形成工作合力；要聚焦改革重点，高质量建设全省工程建设项目审批管理系统，抓紧建立工程建设项目审批制度框架；要坚持问题导向，针对当前工程建设项目审批过程中存在的突出问题和瓶颈环节，加大改革创新力度，切实提升市场主体改革获得感。
