按照党中央、国务院部署，为进一步实施创新驱动发展战略，更大激发市场主体活力，会议确定了把“双创”引向深入的措施。
1、发挥“双创”支撑就业的重要作用，提供更多适应高校毕业生、退役军人等重点群体就业需求的岗位。深化“放管服”改革，制定《优化营商环境条例》，降低创业创新成本。
2、发挥“双创”促进科技创新的独特作用。支持“双创”示范基地在科研立项实施、成果确权和转化等方面先行先试。加快落实研发费用按75%比例税前加计扣除的政策，并研究加大政策力度。
3、支持打造“双创”平台，推动大中小企业融通发展。完善股权、薪酬等激励机制，促进各类企业协同创新。
4、推动“互联网+”升级。加快发展工业互联网，拓展“互联网+”在医疗、养老、教育等社会领域的应用。
5、引导金融机构降低小微企业融资实际利率和综合成本，将小微企业不良贷款容忍度从不高于各项贷款不良率2个百分点放宽到3个百分点。鼓励风投、创投加大对“双创”的支持力度。支持创业孵化机构、创投企业发债融资。
会议指出，抓好农业生产、保证农产品充裕供给，是稳物价、稳预期、保民生的重要基础，对应对当前复杂形势、促进扩大消费、保持经济平稳运行具有重要意义。
1、抓好粮食夏收和收购工作，加强夏种夏管，夯实秋粮生产基础。针对今年草地贪夜蛾等病虫害危害较大情况采取有力措施加强防治。
2、抓好非洲猪瘟疫情防控和生猪生产恢复工作，鼓励补栏增养。加强禽肉、牛羊肉等生产，多举措增加肉类供应。
3、抓好大豆等油料生产，保障水果蔬菜等鲜活农产品供应，稳定价格水平。
会议听取了当前防汛抗旱工作汇报，强调防汛抗旱事关经济社会发展大局和人民生命财产安全。
现在已进入主汛期，防汛抗旱任务艰巨，
1、立足防大汛、抗大旱，加强国家防总统一指挥，各地要层层压实已确定的属地责任、落实行政首长负责制，各部门要衔接有序、形成合力。
2、加强监测预报预警，做好资金、物资、抢险队伍等准备，科学调度防洪工程，确保大江大河、重点水库等安全度汛，严密防范山洪、泥石流、滑坡、台风和城市内涝灾害。排查病险水库、地质灾害等隐患，做好转移避险预案。
3、指导旱区做好应对方案，落实抗旱措施，保障生产生活用水。
会议通过《中华人民共和国固体废物污染环境防治法（修订草案）》。
草案强化工业固体废物产生者的责任，完善排污许可制度，要求加快建立生活垃圾分类投放、收集、运输、处理系统。
会议决定将草案提请全国人大常委会审议。
